I, Sir Reginald Edward Stubbs, Knight Commander
of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same, hereby certify that, in accordance with the provisions of Article IXVII of the Instructions to the Governor of the Colony of Hongkong passed under the Royal Sign Manual and Signet, and dated the 14th day of February, 1917, and, as required in the said Article, in accordance with the provisions of Rale No. 55 of the Standing Rules and Orders of the Legislative Council of the Colony of Hongkong, the Bill intituled an Ordinance to amend the Hongkong and Shanghai Bank Ordinance, 1866, was published in two successive issues of the Hongkong Government Gazette before introduction into the Legislative Council, namely in the issues of the 10th and 17th March, 1922, and that notification of the intention of the applicants to apply for the bill was given in the issues of the Hongkong Government Gazette for the 17th and 24th February, 1922, in the issues of the Hongkong Daily Press, a daily newspaper circulating in the Colony, for the 21st and 22nd February, 1922, and in the issues of the Teun Wan Yat Po, a Chinese daily newspaper circulating in the Colony, for the 21st and 22nd February, 1922, and that the bill was passed as published in the aforesaid issues of the Hongkong Government Gazette.
